Every request goes through the test centre
Under clause 4.1, Oxford Test of English test sessions are the responsibility of the Approved Test Centre: the test is available on demand, subject to suitable notice, so centres can arrange sessions to suit test takers in their local area. Clause 6.1.2 states that once the centre has accepted the entry fee and confirmed the test session with OUP, it provides the test taker with the date and time, the test venue, the test taker terms and conditions, and further information for test takers. So any request about your session goes to the test centre where you registered.
Fees are set by the test centre
Clause 4.2 states that the fees charged for the Oxford Test of English are set by each Approved Test Centre, so they may vary between centres depending on local costs. The Regulations set no transfer or cancellation fee of any kind — [pending UKTA confirmation].
Refunds
Under clause 11.1, all refunds are the responsibility of the Approved Test Centre at which the test was taken. Oxford University Press may, at its sole discretion, authorise a refund of fees (test, results review and appeal fees) where the reason is outside the centre's control. Refunds authorised by OUP are paid via the test centre and may be subject to the deduction of an administration fee by the centre.
If the centre has to cancel a session
Clause 4.4 states that OUP is not responsible for the cancellation of a test session by an Approved Test Centre. Where a session has to be cancelled, the centre will make all reasonable efforts to rearrange the test for another date, or will refund the test entry fee if that is not possible, subject to clause 11.
What has not been published yet
The OUP Test Regulations set out no procedure for a test taker to request a transfer, no refund scale tied to when a cancellation is requested, and no rule for test takers who cannot attend for medical or other exceptional reasons. UKTA's own policy on these cases — [pending UKTA confirmation].
